The first of the two essays here published together has been somewhat widely circu lated in pamphlet form, the first edition of which appeared in March, 1918. The second was written for the Foreign Press Bureau of the Committee on Public Information for use abroad and was completed in November, 1918. In writing it no attempt was made to give a scientific treatment of federation, but the practical purpose of explaining its method of operation to those not familiar with this system of government determined the form and substance of the essay.
